ABSTRACT

The Unitary State of the Republic of Indonesia, which consists of many provinces, regencies, and cities, always strives to realize the goals of the state as contained in the Preamble to the 1945 Constitution of the Republic of Indonesia. The consequences of the form of an archipelagic state make its implementation through the application of the principles of centralization, decentralization, deconcentration, and co-administration. The application of the four principles is carried out simultaneously which is adjusted proportionally.
