ABSTRACT
This research is motivated by the reality in Indonesia where the distribution of education services does not run optimally. There is a marginalized group, namely Children with Special Needs, they find it difficult to get access to education services because of the limitations they have. Then with the emergence of extraordinary schools is an effort to equalize education as well as being another alternative to the segregation model or commonly known as extraordinary schools which in their implementation are separate from the normal children's education system. So that the potential and challenges of each model of education services for children with special needs were born. SLB-C Negeri Pembina Provinsi Kalimantan Selatan and SLB Negeri Kota Banjarbaru are examples of educational institutions that have a commitment to develop the potential of children with special needs so that they are able to be independent, have skills, and can become part of society.
